There are many areas in Philadelphia you wont want to raise your kids.North East Philadelphia isnt bad at all. Outside of Philadelphia is nice also; Bensalem, Langhorne, Feasterville, Abbington, and Holland. There all 15 to 35 Min From Philadelphia. Good Luck With The Move!
