I suggest trying newspaper for weed control. Apply several layers of newspaper on your garden right over the grass. The thick layers of newspaper will kill the grass and as it deteriorates it adds nutrients to the soil. This is better than black plastic as it absorbs water. Not like black plastic that the water just runs off of.

Do NOT use weed killer! It'll end up in your garden plants!
I would cut the grass really short and dig it under, then lay the black plastic on top and weigh it down with something.

I'm confused.

Why would you need to lay it over grass? You have to remove the grass first or it will continue to grow.

No Weed Killer!!!!!!

Cut the plastic sheet to fit over the tilled garden. Anchor with plastic anchors or simply put heavy stones or bricks along the edges. Cut holes where you intend to plant.
