Not only should it be insulated, it should have a moisture barrier put on the ground, which is a heavy mill black plastic. This prevents mildew, hopefully you have some air vents on the outside walls thru out the crawl space to allow cross ventelation.

The house I grew up in had a simular size crawl space. We had no insulation in it. I guess it wouldn't hurt to put some in. It may help to keep the floors warmer.

Your husband should listen to you! Any ouside wall needs to be insulated. It will help to keep out the drafts, which will keep your home warmer!!
