Politically the Canaries are in the EU, because they're part of Spain (they use the Euro, residents in the Canaries are EU citizens, &c.) , but they're outside EU customs territory (meaning a lot of things are cheaper because they're not subject to the same taxes as mainland Spain).

First of all, the Canary Island are part of Spain, and so of the EU (is Hawaii part of USA?. So the same).

The second, the have special taxes, so in the Canary Islanf the VAT is not always aplied to many things (fuel, cigarretes..). Because of that there is a limit in the amount of these tax free things you can bring with you.
