the cheapest way to go is carpet backing foam. It the same thing the use at recording studios and you can often get left over new stuff from carpet stores for free. I put 3 layers in my basement on the walls and stuffed the windows with it and I havent had one neighbor complain yet

You did'nt mention how much you want to spend. There are many ways to soundproof a room and it depends on size, type of wall, flooring, etc. Rule of thumb is, the thicker of whatever you use, the better. You also did'nt mention whether or not you insulating yourself from the neighbours or vice versa. As`a previous person said, the best stuff is recording studio foam. Its pyramid in shape and has lots of different heights, depths and widths. But, its also very expensive. Plain glass fibre stuck to the wall and covered with wallpaper a cheap alternative and if you stick on the dreaded egg boxes first...its almost totally soundproof. Dont forget that noise vibrations also come through the floor joists and ceiling joists....but thats another story.

Egg cartons have nothing to do with sound proving a room.. They absorb the sound that would otherwise bounce off of the wall giving the room a better sound. Radio stations used them to improve the sound of the broadcast, but especially to keep the feedback hitting the microphone from the walls to avoid that monster whine that could result.
