In my school district, we are not allowed to give a student a grade below "50"... because then it would be too hard " for them to even try to pull themselves up" . So, you can see how this works. Students work to post an 88 the first semester. Then the entire second semester is free time !!! They don't complete one assignment , and they will still make a 50 the second semester. That means the yearly average is a 69... and teachers have to pass on that. This is how they skip through high school. Teachers are baling out of the profession for so many reasons... this is just one among thousands.
