Being a slightly lazy (UK) speaker, and having to deal with large sums of money (other people's, unfortunately) at work, I'd probably miss out the "thousand and" and the "hundred and", thus:-
Two million, three eighty-four thousand, four seventy-six point three eight.

If you are living in the UK and the number amount relates to money you could say :


Two million, three hundred and eighty four thousand, four hundred and seventy six pounds and thirty eight pence.

or if just the number you would say:

If you never put the dot or commas in place I would have assumed it was two hundred and thirty eight million, four hundred and forty seven thousand, six hundred and thirty eight.

If you are referring to money then just add the currency after the four hundred and seventy-six (dollars, pounds, euros) and again after thirty-eight (cents, pence)
