Normally standby dont require a system restart. We can get back in by just pressing the power button once. But while using standby, you should not switch off the UPS. The current should be flowing to the CPU. If you switch off then you will have to start the system from the first i.e., your standby mode would be lost.
If you are using WinXP, then you could better use Hibernate, which allows you to make your system standby and also you can switch off all the power to your computer.
In your case it seems that your power options may be set like that. Just check it out.
Select Start -> Settings -> Control Panel -> Power options.
There select never for all the settings.

Do not use STAND BY...Use Hiberanate instead.
Hibernate mode is the best faclity provided in windows XP. But by default it is not enabled. You have to enable it. by..
Right Click on blank Desktop > Properties > Screensaver tab - Click "Power" button
Click on " Hibernate" Tab and select the option & apply to enabled it.!
This mode copies all the contains of the RAM to the C:\hiberfile.sys when you Hibernate it.
Now you can completely poweroff the PC & come back after few minutes, hours, days or even years. When you switch on PC. You will be directly go to the screen from where you hiberanate it. Even open files remain open. Opened program will remain open. It just dat Where it was. Because it directly copies the contents from C:\hiberfile.sys to back to RAM So very quick start. Think of security issue if your PC is multi User.
From Power Option you can customize all other option too.
I advice automatically hibernate PC if not using for 30 Minute so costly Power Saves.

Your computer is NOT broken and this is how it is supposed to behave.
The right way of Resuming a system from Stand By by mode is to --press power button once--. That's all. You don't need to reboot it.
Just press the power button once and wait for few seconds, your system will resume itself from suspend mode.

u are getting it al wrong buddy!!!!! u need to press the POWER ON switch just once.. The pc will come out of the standby mode and will work again.... U wont have to restart it... TRUST ME ....TRY IT.....

when you leave your pc in standby mode..you should press the start button in the cpu on returning in the pc. if you have more doubts you should contact your system provider

One your PC is in standby mode, you need to start the PC and shut it down normally

That relies upon on if I even have something significant happening on it on the time. if so, i will go away it on, or have it turn off via itself later. If not, i will merely manually turn it off myself.
