There are lots of formats for work plans , look under project managment . Each work plan will be different depending on the project and the number of people involved. There are a few clear steps
1. Define the problem to be solved or the task to be accomplished
2. Understand what the results you are being asked to achieve adn what obstacles you may face doing that.
3. List the people who are involved in the project with a chain of command (Who reports to who etc.)
4. Define the milestones or steps along the way to the final goal
5. Assign appropriate tasks to appropriate people
6. Create a work contract that includes all participants names and contact information, what their tasks are and when their tasks need to be accomplished. Include emergency or contingency plans if possible. Include the chain of command for reporting results and have each person SIGN it.
6. Work on the tasks at hand
7. Meet to discuss progress and problems
8. Finalize work and create a report to submit.
