I have had my two oscars for like 4 months now. Everything was fine, they would sleep next to each other, eat together, they were like buddies. Then one day i noticed the one hiding from the other and everytime i look at the tank the other one is chasing it. I bought them the same size but my tiger oscar is noticeabley bigger than the other. Could this have to do with why he's picking on the other or is this just normal?

This trend will continue; the bigger one will get bigger and the smaller one won't grow because he's being bullied / stressed and the other guy is eating all the food.
Oscars are big, territorial fish. They need a LOT of space; a MINIMUM of 60 gallons per fish. Upgrade your tank to at least 70 gallons for now and look into 130-150 gallons by the time they are adults.
You can also move all the ornaments around inside the tank, this will "erase" their territories and will help diminish aggression until you can get up a new tank.

This is perfectly normal - the bigger they get, the more territorial and aggressive they get.

Oscars are generally not compatible. The only way you can keep two of them together is to have a mating pair. Unfortunately obtaining one requires more then just randomly choosing two fish. You would need to start off with 4 or 5 fish and grow them out, letting them pair off on their own.

You have now reached the point at which you choose one of the Oscars and find a home for the other.

Unfortunately Oscar's are very territorial and in an aquarium the law of the jungle also prevails , the biggest and strongest take the lead and the smallest and weakest follow-like it or not. He will harass this fish until it submits or dies or grows large enough to challenge him.

oscars should normally be kept by them selves or with 3-4 or more bu tnot with two, i hope th etwo works for you its worked for me before.

try turning of the lights and rearranging the tank, they will think there somewhere new and not be so territoryal, or maybe they are trying to mate

That is because they swim in schools you really should have tree or more
