It depends on who is drawing the map.
If a Catholic were drawing the map, it would be Rome.
If someone "generically" Christian, or Jewish would draw it, it would be Jerusalem.
A Moslem would put Mecca at the center.
An Englishman would probable put London at the center.
An American--New York or Washington DC
A Chinese, probably Beijing.
It could also depend on the purpose of the map:
Diamonds--well, that could depend on whether you are looking at production or dealing with diamond-cutting/processing, and you would probably use Johannesburg, or a city in Israel (I think they do a lot of diamond cutting there) or in the Netherlands.

FutureMan has an interesting answer, in that, since the Earth is a sphere (more-or-less), any point on the surface, and therefore any city, could be considered the "center."
Sammy's answer could also be correct, from a metaphoric/philosophical standpoint.
However, when I saw your question, my first thought was that you were going for the city at the center of the landmass of the Earth, i.e., that city through the center of which a line of latitude and a line of longitude could be drawn that would cross the largest amount of land. In that case, my answer would be Cairo in Egypt.
