IMO every police department should have a review board selected by the members of the community they police. This is not to control actual misconduct - but to make the police aware of what the public they serve expects out of them.

Another very effective tool is to complain to the watch supervisor whenever you feel that you have a legitimate complaint.

They should be mandatory in every state. Starting immediately. If civilian review boards were in effect in the last ten years in Utah there would be several cops in prison for murder. And several more would be in prison for over using tasers. The police govern themselves here and it IS a total waste they have exonerated several of their own for murder and abuse several times. I mean people shot in the back, unarmed people shot in the back and no one pays ever here. The cops rule . Fear is alive and well in Utah.

That is a good question. I actually think that it would be effective. It seems to me like they would be more careful about how they treat people when they get pulled over, arrested, ticketed, etc., if we were the ones to review them. They definitely would not be able to get away with some of the things they do now, like speeding excessively on the interstate.
