I believe you are referring to Don't Look Back in Anger from (What's the Story?) Morning Glory.
I remember seeing an interview around the time of the album release, and I THINK "Sally" refers to Sally Cinnamon, the object of attention in the song of the same name by the Stone Roses. In Sally Cinnamon, the song is about a girl who is being longed for by a man, he writes a letter and puts it in her pocket when he sees her on the train. The line "Sally Cinnamon, you're my world" then changes to "You're HER world" in the final line, as if Sally is indeed a lesbian, and the man stood no chance in the first place. Noel Gallagher freely admits he is heavily inspired by the Stone Roses and makes several references to songs in his music. (He also "borrows" some lyrics and chords - Listen to Cloudburst by Oasis and then I'm Standing Here by the Stone Roses!!) Noel says Don't Look Back in Anger is about regret and wishing you could have changed the past. He jokes that by the time Sally realised she wanted him aswell, it was too late.
