Theodore Roosevelt hands down. First of all Bush just seems wimpy to me. Second of all, Mr. Roosevelt had that cool saying: Speak softly, but carry a big stick. I think that pretty much sums it up. Roosevelt had the intimidation factor. If he stood up next to Bush, ole George would wet his pants.
