I was born on 2/29/76 leap day. Which means I only have a true b-day every 4 yrs. Just so happens I was born on that day. Does this day hold any kinda special meaning in the stars?

Actually, no, there's nothing special about your birthday. Also, you actually have a birthday every other year.

The leap year and the leap year day were introduced with the Gregorian calendar for easy calculation. The leap year day is only added to get rid of the shortage of one day every 4 years (an actual year - the time the earth takes to revolve around the sun - is 365.25 days)
In astrology, there is an easier way to pinpoint your birthday. There is this calculation called a 'solar return', which is a chart of the day when the sun returns to the exact same spot as it was on your very own birth day. (Although in fact, it is the earth that returns to the exact same spot as it was standing in when you were born)
This means that you do have a birthday every year, only it doesn't occur on the same day as your birthday is registered.

My own birthday has been as far as the 12th of november while it is registered on the 10th. (this is also due to the leap year effect)

Kim , I don't know about the stars, but technically since you have a birthday ever four years you will always be young. :>)
