I'd have to say being a human would always be a better choice since we can take care of ourselves and have rights. If you are a dog you are property. Anything could happen to you including ending up at the shelter and being euthanised because you are unwanted.

It would depend on what kind of human the cute & furry puppy belongs too. I'd rather be ugly than kicked around or tied up outside!
