Yes they are, the X1950 Pro especially. If you have an older AGP based system that is about as good as it gets. If you want graphics card reviews go to www.tomshardware.co.uk if it is worth knowing they will have it there.

ATI X1950 Pro is a good card.

ATI X1650 XT is a weak card

The ATI Radeon X1650XT is a decent card, the X1950 Pro is really nice- probably the best bang for your buck around $220.

Comparing them head-to-head, you can see the X1950 Pro has double the memory bandwidth of the X1650XT.
