Considering Saddam is dead I would have to say Kim Jong Ill.

Kim Jong Il is definitely worse than Saddam Hussein ever was. After the first Gulf War, Saddam didn't pose any threat to us, whereas Kim Jong Il did and still does. After all, the man has already developed nuclear weapons!

Assuming you mean Saddam Hussein while he was still alive, I'd still go with Kim Jong Il. While it turned out that Saddam never really had weapons of mass destruction, it's a foregone conclusion that North Korea has nuclear capabilities. That makes that country much more dangerous, thus making its leader (who appears to be a little crazy) extremely dangerous as well.

Kim Jong gets my vote for worst of the two. Mostly because Saddam is out of the BadGuy buisness. A long drop from a rope will do it everytime!

Kim. At least Saddam was trying to keep order, usually only gassing violent radicals who just wanted to kill people; yes, saddam did tend to get a bit extreme on it all. Kim just starves his people to get attention and aid, aid which he just ends up spending on weapons.
