Montana is larger than many countries so be prepared to drive a lot. The North East is flat land similar to the movie Fargo and the South East are the Bad Lands. But unless you're going to Mt. Rushmore in South Dakota or are planning to dig for Dinosarur bones or coal, you can pretty much write off the entire Eastern half of the state. Although you could go to the Little Big Horn north of Sheridan, WY (it's a beautiful canyon with great fishing), or Big Horn Battlefield (formerly Custer Battlefield) and Pompey's Pillar (the only physical proof Lewis and Clark came through) are both East of Billings, MT but I'm not sure either would be worth the trip.
My suggestion would be to fly into Billings, drive to Red Lodge via Columbus and Absarokee (it's longer, but better scenery). Red Lodge is a pretty town with a golf course in the summer and a ski mountain in the winter. From Red Lodge to go Yellowstone Park through Cooke City over the Beartooth Highway (Tom Brokaw said this was the most beautiful road in America).

From Yellowstone Park you could exit through Livingston (the original entrance to the park) go through Bozeman (a beautiful University town with the Museum of the Rockies and Big Sky Mountain ), continue through Three Forks (the head wathers to the Missouri River) to Virginia City and Nevada City (two ghost towns, Virginia city has been renovated into a tourist town to look like the old west, while Nevada City still looks like a ghost town). This Road will lead you to Dillon where you can take I-15 North to Butte and Helena the capitol. From Helena you can drive to Missoula on the state highway instead of the Freeway so you stop by Seely Lake. Near Missoula there's some more ghost towns, but once you've seen one, you've seen them all.
Missoula, the other university town, is in my opinion the best city in Montana. It has a special warmness that you won't find anywhere else in the state. Be sure to spend time Downtown and feel free to relax on the University of Montana's lawn. North of Missoula you must visit Flathead lake (in August they grow dark red cherries that are delicious) and continue up to Kalispel and Glacier Park (the pictures of Montana you have seen were taken in Glacier Park).
*the Beartooth Highway and Glacier Park are only open in the Summer Months due to snow. Call ahead to see if any roads are closed or if to expect any construction. Hope this helps

Missoula is a great destination. You can get to Glacier and Yellowstone from there. Good University town as well. Fishing, camping, hiking and lots of animals to see.

No airlines are cheap to Montana so book early if you fly.
