I admire both bell and Octavia, but sorry to say, don't know of a website or e-mail. My impression is that bell is pretty private. Best advice, try contacting her publisher. Or try www.allaboutbell.com. That is a fan site, not her site. You may not get through directly but she may still receive your message.
