It depends for what.

The UK has a good reputation for teaching creativity in primary and secondary schools. (but that's according to the Germans). Within the UK, Welsh language schools come on top. But I wouldn't teach here if my life depended on it.

The USA is definitely the best for University level.

Japan is probably the worst. The kids are under too much pressure, and they don't really learn anything useful. The family is stronger there, and culture helps make up for a lousy school system.

But Germans are the only ones educated to really know what's up in other countries. Ask the question in German, and you'll get hundreds of well analysed essays on why this or that country is the best. So I'd go with Germany.

In Europe at least, it's supposed to be Finland.

Having been to a finnish wedding a few years ago, and chatted to many people of around my age, I can only deduce that this is probably the case. They were all high flyers (airline pilots, university lecturers, merchant bankers).
