I want to start a website. I think I am allowed to for free when we bought this computer. Anyway I just want a sight with some blogs, music, and I´m hoping the advertisers will send me money to put the advertisements I choose on there. I don´t have any money, but I think I might have artistic talent. If I build it, will THEY come?

Advertisers will come to you only if your website has very large traffic.
For starters, you might have to build up good content and traffic.Then you might need to go register for stuff like text ads from some of the reputed companies and affiliate links

firstly, you have to pay if you want your own domain name. they can be any price really - cheap or expensive.
if your site gets enough page views per month, then yes, you can make money through advertising.
although a point to think about is how this will make your site look - sites with loads of advertising can look very messy - you need to be careful.
