Travis bickle, he was psychotic and strong, scarface was just hopped up on coke and had a gun.

tony Montana from Scarface will win because he is good weapon user as i have played both the games.i found that Scarface-the world is yours is a better games about fight and killing people but the thing that i dont like in it is that the driving is not good as expected by the visual effects.travis bickle from taxi driver is not a good fighter as i know.
Probably Tony Montana. Travis Bickle was sure crazy alright, but his method of killing was slow, inefficient, and terrible messy/ bloody. Tony Montana just pulled out the automatic rifle and mowed people down. In hand to hand combat, I am not sure who would win. Travis Bickle appeared to be in better shape than Tony Montana. So maybe he would win in the hand to hand combat category
