Mostly oestrogen, which people above have failed to realise is that genetics governs the levels of oestrogen you will produce.
If you have oestrogen dominence, other symptoms are:
• water retention, oedema
• breast swelling, fibrocystic breasts
• premenstrual mood swings, depression
• loss of libido
• heavy or irregular periods
• uterine fibroids
• craving for sweets
• weight gain, fat deposition at hips & thighs (as well as breasts)

You can't. 32, 34, 36 refers to the inches around the rib cage beneath the breast, of the band size. The A, B, C, D, DD, etc refers to the size around the fullest part of the breasts 'minus' the band size. This is your cup size. At 14 don't worry, whatever will be will be. If you get 18 or 20 and don't care for things like they turned out then there are plenty of surgeons. If you have the money they have the time.

Hormones don't govern breast size. That's down to genetics. Estrogen triggers puberty and thus breast development. If breast size were down to hormones, women would take pills instead of having boob jobs. I don't think your problem, and probable discomfort are done to a hormone abnormality.
