"Saw" is past tense. For example, "I saw my Father last week."

"Seen" is past reflective (I think that is the proper term) tense. For example, "I have seen my Father in the last week."

The former is more specific and implies you only saw him once. The second one is more general and may imply seeing him more than once.

Basically, you can use either approach, but which one you choose dictates the other proper words to use (or not use) in the sentence.

SEEN can be used in both the active and passive voices. "I have seen" is active; "I was seen" or "I have been seen" or "Children should be seen but not heard" is passive.

Most verbs don't have this special form. For example, VIEWED does the work of both SAW and SEEN.

The difference between "I saw (viewed, watched) the Super Bowl" and "I have seen the Super Bowl" is that the first would apply only to last Sunday's game, while the second would apply to any Super Bowl. "50,000 saw (attended) the latest Super Bowl=It was seen by 50,000." "2,000, 000 have seen Super Bowls at the games (Super Bowls have been seen in person by 2,000,000)"

Saw doesn't require a qualifying verb or helping verb.
I saw the movie.
Seen requires a helping verb. I have seen the movie.

Saw is the past imperfect tense form of see.
Seen is the present perfect tense together with have
and past perfect tense together with had.

"Have you seen the snow"
"I haven't seen the snow"

Not conjugated
"She saw the snow"
"I saw the snow"

both past tense.....saw can stand alone with out a qualifier,
I saw a ghost
seen needs a qualifer
I think i have seen a ghost..(ever) is the qualifier...
