Just to add to whats already been said....

the fact that he is asking questions shows his anger as he is not waiting for a reply and the short sentences also emphasise this point again, especially with the exclamation mark.

Again anger is shown through alliteration: 'deliver'd' and 'decree' and 'doth'

'chop logic' referring to how the decision hasn't been though out fully.

Juliet's dad thinks he's found Juliet a good match, and he's pissed that she refused. He's also pissed that his wife won't make Juliet accept Paris.

Have you watched the Baz Luhrman "Willam Shakespeare's Romeo & Juliet"? If not, you should...it really makes it easy to understand the movie.
