jack up the back end, get a space heater from walmart and have it blow warm air under the car for an hour or so. dont have the space heater too close to the fuel line, and dont use open flame!

I assume the car is parked on the street.
1. If you can push it into a heated garage, do that and just wait.
2. Hope for a break in the weather.
3. Crawl on your belly moving a warm hair dryer over all the gas lines you can see from the tank all the way to the engine.
As soon as you can, add some gas line antifreeze to the tank. It will find the water and put it into a safe suspension with the gasoline. In the future minimize water condensation in your tank by not letting the level get too low.

Go to the parts store and get a product call " HEAT "add it to the gas tank after reading the instructions. Then add some dry gas. To get faster results get it in a garage where the temp is above 49 f. Change the ful filter.
