Secularism and corruption are two different things.
India is the most secular country in the world.Equality is enshrined in the Constitution and special efforts and care are exercised in all the spheres of life to see that secular credential is maintained.In all appointments special care is taken for the minority quota, Minorities often take undue advantage of generosity shown by the majority and they make a mountain of a mole when it comes to highlighting their grievances.
All you have to do is make a judicious survey to see the stark reality and skim all over the world.
As to corruption, yes, it is rampant in India.

India is not as you describe.
