Yep. "Defer" is an option at all levels of football, unless there are some odd rule differences in use by an individual league or tournament. The team that loses the toss will then probably choose to receive the ball for the first half, which will allow the team that won the toss to choose which end of the field to defend, and then more than likely choose to receive at the beginning of the second half.
Odd story about coin tosses and choices... I was officiating a high school football game 2 years ago and the team that won the coin toss, the home team, chose to kick. Being a little apprehensive about the choice and wanting to make sure the kid was making the right choice, the referee asked him if he wanted "to defer to the 2nd half or kick." The kid said he wanted to kick. The referee explained he would end up kicking both halves (we're usually more generous in the coin-toss explanation at the high school level before the playoffs). The kid said he knew that, and he wanted to kick. His team ended up winning the game 14 to 3.

been watching football long ????? the team that wins the coin toss gets to choose to receive, kick or defer to the 2nd half; the team that loses chooses the direction in which they are going to go offensively. the keyword here is DEFER. in 1994 in a game between the Miami Hurricanes and the Washington Huskies, Warren Sapp of the Hurricanes said " we want to kick ". the Hurricanes kicked off the opening kick, but when the 2nd half came around, it was the Huskies choice if they wanted the ball or not, since Sapp didnt "defer", he said " we want to kick". therefore, the Huskies got the ball to start the first half and the second half.

Yes, you can take the ball or choose the end to defend. The strategic element comes into play if there is strong wind, and choosing to take the wind at your back in the second and fourth quarters is more advantageous than potentially starting with the ball, and hopefully scoring.

the team that wins the coin flip gets to decide if they want to kick off or receive the kick-off. the roles reverse at the start of the second half.

The wind direction is the big thing. If you have a high wind going up or down the field you want to be able to pick what direction you will face in the fourth quarter.
