I'll keep this as theoretical I can and I apologize in advance is any part comes across as personal/partisan, etc.
If George W. Bush "listened" to the people then he would be governing by "polls". From a totally theoretical point of view this is the most optimal way of staying in power and keeping a high approval rating. President Clinton was a master of this, rightly or wrongly, he governed strictly by how the majority of the American public felt.
With that said, however, there is vast disagreement as to which decision making is best: Presidential or Citizen (poll). Because the American electorate system is based on "representative" government, meaning, we elect someone to represent the views of many, it's very difficult to use polling on a national level as what might be the "best" solution to issues. This is because the public often decides based on incomplete or inaccurate information, or worse, emotion. Not saying the public is uneducated or illinformed, quite the contrary, but because of the heavy "media" presence in America and very sensitive nature of major issues the perception and feeling by the public (as what would be measured by a poll) can be easily swayed.
If President Bush governed by polls then we would most likely see massive troop reduction in many areas of the world, increases in the federal budget, higher taxes on certain corporations such as oil and gas, heavy pollutants, etc. Issues such as abortion and gay marriage would face much harsher criticism, as would the notion of higher taxes, gun control, and open trade with China - considering the majority of Americans are of a conservative slant the poll numbers would reflect this stance, though the questions that would throw off any ideology assumptions would be on the Iraq war.
Emotional issues based purely on a persons internal beliefs are the ones most easily answered by polls. Unfortunately they're just that: emotional. Better would be to ask each person to explain their answer, then take the majority "explanation" and use that - but alas polls are quick answers and not authentic opinions of the populous.

This is a good question. We would probably have Osama bin Rotten by now, but we would probably be gearing up for war with Iraq. As you stated, Saddam was a horrible dictator, gased his own people, threatened to torture and execute the Iraqi Olympic soccer team if they did not bring home gold medals, and who's to say that he wasn't hiding weapons of mass destruction in a neighboring country? I think that if Bush listens to the people that want the troops out of Iraq, then Iraq would probably go into a complete state of anarchy, and the civil war in Iraq would become much worse and tens of thousands of innocent Iraqis would die needlessly. Iraq would probably then end up back at square one with yet another ruthless, militaristic, blood lusting dictator in power.

If The President(his rightful title) listen to the democrats America would go to heel. Crime rates would most definitely go up and the troops would be pulled out of Iraq more terrorist attacks would hit america

Absolutely nothing because it's really Cheney, Wolfowitz, Perle, Kristol, Rove and all the other neocons behind PNAC who are in charge. Bush is just a puppet which allows all those aforementioned characters to be in positions of influence.

We chose this President to lead our country so let him lead. No President has ever made everyone happy. It's impossible. Our country reminds me of men sitting around on a couch talking about how they would coach their football team so much better than the coach hired to do the job. Shut UP!

people will never be satisfied. if bush listened to everyone and let himself be pushed around enough to pull all thr troops out, then people would just find something else to complain about.... like, "why arent we doing anything to help the iraqi people?" "how could we let terrorists attack us?" "why doesnt bush stand up for anything"
thats why im proud of bush and what he's doing. he knows what he needs to do, and he knows whats best for the country. so many people are complaining about bush because they care about themselves, but they dont realize that bush is fighting hard to make sure that we can have the freedom to actually complain about him if we want to!!!
