the lights flickering could be caused by a loose connection in the fuse or circuit breaker box. and when the temperature drops metal contracts and the loose connection would get worse. also the electrical panel is grounded to your cold water pipe where the pipe enters the house. you need to have your landlord get an electrician out there to check the electrical system out right away. don't just assume that it was a static shock, in this case, better safe, than dead. please do this today, good luck.

Of course this is serious if you turned the hot water on and got shocked..Why wouldn't you think it is serious..contact him immediately and tell him what is happening.

I'd say that was pretty frackin serious. You need to contact your lanlord ASAP, and don't let him give you the run around. Tell him it need fixing right away. You could be seriously injured.

Call the landlord.... tell him there's a Short and it's taffecting the water lins / fixtures..... Call an electrician and (if he won't do anything) and deduct the Bill from the rent!!!!!!!!!!!

Call an electrition now, there is probably a short, and it is coming in contact with your plumbing pipes. this could be very dangerous, to say the least.
