great pressure downstairs (basement) upstairs nothing pipes are warm but no pressure.

It sounds as though you may have a piece of ice blocking one of the lines to your upstairs. If the water is flowing at all, leave it running. The running water should thaw the piece of ice blocking your line.

If the water is not flowing, I'd suggest doing the same thing. With a faucet or two open, the water pressure may move the ice blockage enough to start the water flowing.
