is there a better way to re-draw political districts after each census?

the party in power is now responsible for re-drawing the shape of districts. gerrymanders are NOT an endangered species...

is there a better way to do this? who would be responsible?

Have a computer/algorithm do it. Here in CA, almost all seats are locked for either the Dems or Reps. We tried to pass something like that a few years ago, but the entranched powers defeated it.
