Well, you can really make just about any date reach 23 if you try hard enough.
9+1+1+2+0+0+1 = 14, 1+4=5 and 2+3=5.
or
9+11+2001=2031, 2+0+3+1=6 and 2X3=6
or
9+11+2+0+0+1=23 (gasp!)
OR they could just ignore 9/11 entirely and ramble out a list of other dates and events that are miraculously tied to the number
