Most powerful is the U.S.Marshall .
A cop is a policeman who has a jurisdiction in a city, town or community, and is usually under the authority or a Mayor. A sheriff has jurisdiction over an entire county and is an elected official who is the top law enforcer within that county.

The Feds. Everyone knows that. They rule. The difference between sheriffs and policemen (who are also refered to as Deputy Sheriff) and Texas Rangers differs from state to state. Each state has it's hierarchy.

Following closely behind the Feds is CPS (Child Protective Services). Anyone care to argue about that? What do most Americans build their lives around? Their Children. Who can take them away on an anonymous phone call or a whim? CPS. They have absolute power and are not even patrolled by say the Internal Affairs Division of Law Enforement. No such thing with CPS. They have absolute power over the American family which is supposed to be the strongest infratsructure of the United States. They have taken the absolute power guaranteed and it has absolutely corrupted them. That is power. Because not only do the parents who fall into their sneaky traps become criminals listed on federal databases as criminals even when no proof was shown regarding the abuse, those very children they were supposed to protect are now becoming the absusers. Drug abusers who have nothing but hatred towards (mostly innocent parents) parents but also for any type of authority figure. Most adult/child victims of CPS tyrannical, secret war on families are in prison or are drug addicts and are full of hate.

That is power. I say CPS is the most powerful with the least amount of accountability.

Most powerful--probably the one we really do not know about.

Cops are hired but a Sheriff is elected. Easier to get rid of a bad Sheriff than a bad cop.

I think the FBI is the most powerful.Regarding the second question Sheriff is generally (but not always) the highest, usually elected, law enforcement officer of a county, whereas a cop works under him.
