No water coming out of Cold water spout but water coming out of hot...what does it mean?

and stranger yet cold water coming out of facet on second floor, just kitchen.

i've got that going on right now, it's frozen pipes. just leave your faucet on full to the cold side, eventually it'll undo the freeze. after unfrozen, leave the faucet open to a drip to prevent future freezing.

If it not frozen then the head gear could be damaged and will need replacing. You can see how to do it here-
