Adding salt, (which separates into sodium and chloride) or any other water soluble molecules to any solute, (in this case water) will decrease the boiling point and increase the freezing point, (I just thought I'd throw that in). The answer is - It makes water boil faster and at a lower temperature.

Salt is added in cooking to RAISE the boiling point so if you heat is at the same rate it will be slower.

Raising the boiling point mean the water has to be hotter before it sstarts to boil, which mean it takes loner to boil, but boils at a higher temp.

Neither, it just causes it to boil hotter, since the boiling point is highered with salt. Same goes for olive oil/vegetable oil.
