An intriguing question.
I am French, and I have looked on all the French websites for first names with the stem FRAN... and have had no luck whatsoever. It even says the name does not exist on the INCE list, which is the official list of officially recorded first names. The nearest is "Francette", which means "Little France".
It may also have been a medieval name which has been lost. I have seen a similar kind of first name like "Oiselle" in medieval texts. This has completely disappeared in modern French but still exists as a part of the word "mademoiselle" =young lady ("Miss" in modern French). So Francelle could be "young France"
It may be a localised alteration in a different country, like the French first name" Marianne" which is sometimes spelt Maryane in the USA or a made up name.

It is someone who was born in Villa Francera (Situated mid-way between Albuferia and Praia da Oura and therefore just a short walk to a choice of two golden sandy beaches as well as both resorts cosmopolitan selection of shops, bars and entertainment.
