it's called grooming. It's part of monkeys social interaction and tactile stimulation, plus it helps them keep their fur clean not only from parasites but also from dirt and dead skin. Like someone said, it's very important for them to mantain social relationships and they often do it to make up after a fight and to establish some sort of heirarchy.
