Is it a infra-red mouse or one with a track ball?
If it's the ball, then follow the cleaning instructions.
If it's a infra-red mouse, it's probably shot... that can happen. You might also see if a different mousepad might help it.

You can clean the ball, but I strongly recommend buying an optical mouse. You can get one for under $20, just be advised that the cheaper ones act screwy sometimes. It's really not a problem unless you play alot of games, in which case it can get you killed. I'd spend around $20 and get one that's halfway decent. It's so much better than a trackball. I don't have to use a mouse pad and I don't have to clean it once every few days.

Time to clean/change your mouse..!!
If it is old faishioned mouse, you need to open the lid at the bottom, clean the ball and every part of the mosue and fix it..
If it is new optical mouse, try to clean the dirty surface at the bottom and use it.
If both of them doesn't work.. buy a new optical mouse.. very cheap

As above for a desktop computer but if its a laptop and you have a USB mouse and the touch pad, they are conflicting each other. Either dont use the USB mouse or disable the touch pad.

It sounds like that it's dirty .. Flip the mouse over, and you ll see a lid .. Remove it according to the arrow... Then have cotton swabs and rubbing alcohol ... Clean the little rods inside , wash the ball and put back together .
