Both and more. Certain people can rise to certain situations and take contol. Their success varies. Some people choose the path of leadership. But what is most important is that our leadership constantly strive to learn more about the skill of leadership through reading and training. Experience is a valuable tool to access what is read and trained. But entering into a situation hoping to just blindly rise to the challenge will fail more than succeed.

Leaders are born and made. Cases in point. Sen. John McCain is a leader that was made by a distinguished military career and intestinal fortitude.
President George W. Bush is a born leader. He was born into a family that could buy him leadership.

An individual can be born into the position/seat of authority, but is not a functioning leader until he learns how to be one....so it is both.

Leadership is born in someone. "Leaders" are made to fit a certain agenda. Not all Leaders, have Leadership abilities!
