is there a difference between the two? What is the max speed on both?

as a matter of fact I sell both at my tire store so here is your answer-yes there is a difference,"LINK" chains are just what the name implies -chain, pure and simple ,just like you see at the docks ,the hardware store you name it."CABLES" on the other hand are wire twisted into cables with connectors on the ends to fasten them over your tires. with link chains you should go very slow (15 or 20 max) cause if the chain lets go you can do thousands of dollars in damage to your car in SECONDS! if you get low to mid grade cables you might go 20-25 .cables hold on better but the cheaper ones can break from the added friction of going faster and if you get the HIGH DOLLAR HIGH PERFORMANCE cables that the COPS use ($125.00 plus per AXLE) you can go 55mph if you can stand the excitement!

Chains are actually illegal for on-road use in most states as they tear the crap out of the pavement. Cables are the evolution of chains as they are quieter and do less harm to the roads and the vehicles. Unless you absolutely need them I would steer clear of both and get a good set of snow tires. Chains and cables vibrate the drivetrain mercilessly and you really shouldnt exceed 25-30 mph with them
