You will need to find out if this college still exists under this name or is now part of another college. Then you will need to contact them and provide them with all your details and the details of the dates you were there.
They will then be able to either send you a duplicate certificate or provide you with official verification of your studies, results etc. It may take a few weeks and there may be a fee to pay, but it is unlikely to be much.

I would assume you would need to contact the college and ask if they still have it on file.
