The brown wrappers are meant to use for freezing. I would leave it in there because if you are rehandling there is more chance of cross contamination. To insure that this is okay and you need more confidence with freezing, simply put the brown wrapped meat into a plastic freezer bag (to size) and put in the freezer.

It should be safe, but I would also place the wrapped meat in freezer bags to prevent freezer burn. The next time you buy meat, ask them to wrap it in freezer paper, then you won't have to worry about it or double package it. They'll do that for you.

Butcher's paper is acceptable for the freezer. If you're concerned put the package in a freezer bag :)
