If you go by the law, it is usually 18. I wouldn't like to see people under 18 doing it because of legal issues. However, if you cannot wait, at least make sure that you have adequate protection and you are certain of your partner. I don't mean love, I mean that they are not the type that will have diseases, or even worse, tell everyone that you did it. In these days, with so many deadly diseases, sex is a very serious issue. Think carefully before you start doing it. Also, NEVER do it because you feel pressured by others.
I am not telling you it is okay, I am telling you to think carefully before doing something as serious as this.

I believe that that question is loaded.
Are you looking for approval to wanting to have sex young?
What it boils down to is many factors affect the answer:
1. Legality. The legal NORM (average) is 16.
2. Ethical and moral norm might be to say irrespective of age love and/or marriage is the "age" of acceptability.
3. Physicality. You need to be physically "mature" enough to have sex.
4. Emotional. You need to be "mature" enough in your head/heart to know that what you are doing is not "sex" as in procreation (our species are ideally adapted to procreate between 17 and 24) but sex for emotional reasons.
It is argued that we have sex for one of two reasons- because we "like" it (because, perhaps, we love the other person or because we like the feeling) or because we want to have children.
Because of the above ^ I believe that the best age to start is when you are in love with the person you wish to have "sex" with and are mature enough to understand the physical implications (AIDs, possible pregnancy and unforeseen emotional experience such as rejection, loss or (self) respect and/or status, etc).
Some folk are mature enough to deal with the above at 14 or thereabouts and others prefer to make sure and wait.
I would suggest (as a parent) that a boy can dream of having sex and debate its suitability from about 14 onward. Preferably even only 15. Girls? 13 or 14.
BUT- I am not a lawbreaker and I am a parent. And, wearing those hats, I would have to say 16 please. And thank you.
:-)

Everyone is ready at a different age. There is a huge emotional side of sex that young people don't even think about. The hormones may make you feel ready, but the lasting feeling about respecting and feeling about yourself and relationships is bigger than just the act. Don't be hasty, there is always time for this in your life.

My mom told me to wait until I was 18, and make sure I was on birth control before I had sex. You should always use condoms too, but they're not enough to keep you safe.
If you're younger than 18 (maybe 16) and you know you "can't" wait, then fine -- but get on birth control. Also, make sure this is someone you have been with awhile (and I mean 6 months, not 6 days) and someone you love and trust.

There isnt a certain age but you have to be mature enough, and most people really arent ready until they are at least 18. Alot of emotions get involved with sex, you have to be very careful, not to mention STDs and pregnancy.
