White is the color of the divine, purity and basically goodness. To me a dragon is a symbol of strength, wisdom and maybe even protection. So a White Dragon would be a symbol of goodness coupled with power and intellegence. Native Americans saw animals who were albinos or white as creatures of great power such as the white buffalo.

Not sure about symbolism, but in Welsh mythology, there were two dragons fighting so the wizard Merlin imprisoned them under a mountain. Eventually when they got out, they continued their battle until, finally, the red dragon killed the white - this is why the Welsh flag has a red dragon on it.

There are many white dragons, but the largest is named Snowy and she is the protector of the heavs and earth according to legand. Regaurdless of the naem or fame they all represt different types of light, l\kidness, love, peace and haromony.
