Theoretically, you could power any size vessel (not pleasure craft) with nuclear power. The reactor is just a different way of flashing water to steam. Fitting non naval vessels to run off nuclear power would probably be cost prohibitive, both in equipment, the cost of fuel, the cost of training the crew both to operate the power plant and to deal with possible emergencies. You can make any ship Nuclear powered the problem with nuclear power is the massive regulation and high cost of maintenance. Plus the problem of nuclear waste and the security of that waste and the vessel as terrorist might want your cores to your reactor or maybe melt down your reactor in a port. Thus nuclear power for commercial use is a dead end as financially unfeasible. It also gives corporate lawyers cold sweats thinking of the liability suits if something ever went wrong.

It could be, but a nuclear reactor with heat exchanges and steam turbines is unbelievably expansive, the reason you see it mostly in naval vessels.
