The fact that you asked this question means you don't understand the word perimeter. THis is dead obvious, as you would know if you understood the question.
Think of it this way. You have a table which is 8 feet long and 5 feet wide. You draw a line along the edge of it, the whole way around. How long it the line you have drawn?
