I have a 50 mage gnome & a 65 mage undead.
I suggest you go fire build initially as that is what will help you level up the fastest and it will make taking on enemies easier.
I have attached a link to a build for you to use until you hit level 51 or so.

You can't put points into multiple trees until you first fill in one tree completely. It's something they changed in patch 4.0.1. Typically Arcane is good for PvP because you have lots of spells that can be cast on the move, and you also get a talent that makes you run really fast after using Blink. Mobility is HUGE in PvP. You can also look into the official WoW Mage forums, or the elististjerks forums.

I have a lvl 69 mage and i find that the best combination is divided between arcane and frost, if set correctly it allows you to do an average 30,000 instant damage :P great for pvping and soloing bosses for quests.

I have a fire human mage 61 (lv up yesterday)
fire mage do lot of damage but they resist nothing :(
Tank hate fire mage because they add monsters with the giga damage. Medium in battle ground. you can instant kill people with one fire ball+fire blast. Massive suicide AoE damage!
With my mage in (AV) i blink on a horde group blast wave, frost nova, dragon, arcane explosion. If i'm lucky 15honor kill or 75% damage on everyone.
fast level up! because monster die fast. A priest with you? agro everything in a instance and AoE.(you can do without a healer but watch your HP)
Frost mage (defence) can do alot dmg if the target is frozen(depend of your item) you can keep monsters away and slow attack speed. more long to kill moster but less dangerous. good AoE dont need a priest bu... Good in battle ground. You can frost the guys with the flag (wsg), keep player away (AB). for (AV) cast blizard on a lage enemy group and dps wiil do the rest:P
arcane neva begin arcane! arcane is realy bad under 40-41 talent. Wait lv 60 for talent change. arcane resist spell, do normal damage and have a lesser mana cost.
40-41 10(20) fire : instan pyro blast! omg!
pryro blast
+fireblast
+instan pyro
= OUTCH!
40-41 10(20)frost: with instan frost bolt/lance the targer dont have time to cleanse, or somting like that, the child efect.
frost bolt
+instant frost/lance
= automatic crit
and the target is fozen you ave time to cast another frost bolt.
if you are not sure wait lv 20 and try talents on wow web site.

If you want to get into raiding and instances I recommend going mainly fire. Thats what I am and you do crazy dps. Frost is still ok for raiding but I think it is more for PVPing. I would never go arcane for my main talents.

You're only level 16, it doesn't matter what you throw your talent points into at this stage. Personally I think frost gets much better skills than fire so I'd pump points into that.
