Please explain. Also, could you please give me the radius of an electron, or its volume, in normal conditions?

If you knock out 1 electron (e=1.6*10^-19 C) from a surface or atom then it acquires a net positive charge of (+ e) i.e. absence of an electron.

So a net positive charge = absence or shortfall of electrons
and VICE VERSA

Thus any and every given charge (+ or -) on an element will be in multiples of the charge of elctron i.e. Q = ± n*e

for n > 0 (charged surface or ion) or
n = 0 (electrically neutral surface or atom)
Thus, charge is called quantized.

Conservation of charge = charge can be created in + - pairs or destroyed by annihilation (in universe). But the universe remains neutral to this change.

It is just the manifestation or availability of the particular charge vis-a-vis the useful acceptor (isolated) or donor (universe). If an isolated surface is having +Q charge then it will continue to hold that unless it interacts with the rest of the universe entailing other charges.

** The radius of electron or its classical radius is due to Compton, wherein Thomson scattering is used involving a charged sphere. It is based on non-quantum theory of relativistic model of electron (E=mc^2).

Its value is r = 9*10^9*[e^2/(mc^2)] = 2.81 * 10^ -15 meter

If somebody will try to explain this question,
please, recollect that an electron is not a firm figure.
Electron can change its own energy, mass and form
in the depending of its speed.
So, is it possible that its charge will remain constant?
How to be with the Law of Conservation of Charge?

dear, about 15 constants are fixed by the creator in the very beginning of the universe .even a 0.00000000000000000000001%
change in 'G'would change the structure of the whole universe.
that is why according to the planning of creator it is so.
